How to use rcsl with linux

The problem

lbr.lu (formerly rcsl) is a website where all organizations have to register their statutes. Problem is that this requires not only luxtrust login but also a PDF with fillout forms and an integrated upload mechanism.

This does not work, as is, in linux.

Solution

general usage of rbl.lu

connecting

First how to use the rbl.lu site. There are 2 ways to log in, you need to login via luxtrust. Click on:

  • connection (top left)
  • Please select your authentication mode => luxtrust / eID

Chose your usual luxtrust login method. If you like, you can be afraid of needing to enter the same credentials you use for your homebanking on another site.

  • click on RCS (access the trade and company register)

creating pdf/a documents

They only accept pdf/a, so you should know how to make them

Use openoffice/libreoffice to create your document

  • File->export as pdf
  • [x] Pdf/A-1a (!!! this is important)
  • [Export]

communication

After paying, check next day if the depot was accepted, because you will NOT get an email!

  • Log in, then click on "mes commandes"

configure acrobat reader

On Ubuntu you can now use snap:

sudo snap install acrordrdc

This will come back to the prompt


To start it, type acrordrdc

This will now work in the background for 10 minutes, then the acrobat installer will pop up and do the acrobat installation. At some point you get asked to start "always without protected mode" (2nd option).

After acrobat runs, go to Menu : Edit --> Preferences (Ctrl+k)

Preferences Dialog : Categories --> General

Preferences Dialog : General : Basic Tools : Checkbox "Show online storage when saving files" : Uncheck


This makes the 'save as' dialog work.

Prefereences->Trust Manager->Change Settings->Allow pdf files to access all websites

(because only allowing lbr seems not to work)


Without snap you do this (but with recent linux, seems not to launch anymore):

You can install acroread like this:

   wget https://ardownload2.adobe.com/pub/adobe/reader/win/AcrobatDC/1800920044/AcroRdrDC1800920044_en_US.exe
   sudo apt install wine-stable winetricks
   winetricks mspatcha
   wine AcroRdrDC1800920044_en_US.exe 

Then you get a "Acrobat Reader DC" in your application list. Or you can start it by hand:

 wine-stable C:\\windows\\command\\start.exe /Unix ~/.wine/dosdevices/c:/users/georges/Start\ Menu/Programs/Acrobat\ Reader\ DC.lnk

Maybe you still need to do this, or not...

Note: if statutes have been modified, this can probably be done together with the statutes update?

After login, go here:

    • New Filing
      • Modification of e registered person of a registered branch

Our RCS number is F7979

Modification statuaire? [ ] oui [x] non

Click on the pdf symbol marked as "Download"

that document contains already all our data pre-filled.

Edit this downloaded document (not another one your created) with acrobat reader. It has to be this PDF, not anything else which your downloaded from RCSL and which looks like it would make the job.

  • On the Données a modifier, click on [x] Personne(s) autorisée(s) à gérer. administrer et signer

The document now opens the section. Here you can do all needed modifications. If you add or change a member, or even if a member is reelected to the same post, you have to change the nomination date to the date of the GA, and you have to change the year when the nomination expires (to next year). This means all office members need to be edited anyway. Bureaucracy FTW!

When done:

  • Click on "valider"
    • the top of the acrobat window may display a message "features have been disabled". Click options->trust this document always
  • it's ok?
  • Click on "Sauvegarder" (this does actually an upload to the RCSL site)

Go back to the website.

  • Select ajouter au panier
  • Cost: 10.96 (excl vat) 12.82 incl VAT

Also do not forget to do the same for the benificiaries!

You need additionally the SSN of the office members

Go to lbr.lu and click on RBE

click on registation/modification

search for F7979

click on 'benificiare effectifs'

While filling out the form, there is the "Intérêts effectifs détenus" where I have no idea...

Filled this: "droit de vote" and 25% (if we have 4 members in office)

When filling out their shit formular, you have to click on the button with the whole big crap gibberish nobody understands. That's the second button. If you click the first button "beneficiaires effectifs' your request will be denied.

do statutes modification

After login, go here:

  • Depots Electroniques
    • Nouveau Depot
      • Modification personne

Our number is F7979

Modification statuaire? [x] oui [ ] non

Click on the pdf symbol marked as "a telecharger"

that document contains already all our data pre-filled.

Edit this downloaded document (not another one your created) with acrobat reader. It has to be this PDF, not anything else which your downloaded from RCSL and which looks like it would make the job. You usually specify that you are changing your statutes or similar.

  • Click on "valider"
  • it's ok?
  • Click on "Sauvegarder" (this does actually an upload to the RCSL site)

Go back to the website.

  • Upload pdf/a of the new statutes (how to create pdf/a: see above) and best is to send in only the changes made. This can be free text.
    • ATTENTION: the document needs to have 35mm blank space at the top. Yes sir!
  • select "A enregisterer par RCS" Oui
  • Publication: "Publication Statuaire"
  • Cost: 54.60 (incl vat)

upload member list

Create your member list as pdf/a

After login, go here:

  • New filing
    • Other filings (Our number is F7979 )
      • List of members
  • Enter year (usually current year, where the list was produced) in: Pour l'annee*[....]
  • Click [Attach]
  • wait for upload to finish
  • click Save
  • click on entry
  • click add to cart (12€ incl VAT)
